I think you should define why it is you make web comics before you decide if you're going to make them regularly or only when you feel like it. If you're making them because you like to make webcomics, then you should only make them when you want to. If you're making them to entertain an audience, then you should make them regularly, and if you're making them to attract an audience, you should also spend time advertising to people you know.
